What's the most important thing government can do to help catalyze more business? According to economist Barry Bluestone, a Northeastern University professor who recently examined local business development policies in the Bay State, it's marketing and timely approvals by municipal boards and administrations. In what might be a surprise to some, taxes do not rate nearly as high as those top two issues, nor does it score as high as parking, site availability and access to public transit.
